In tho course of an address to the Central Emigration Board the Duke of Marlborough said that the Empire must have a larger population in the Dominions Overseas in order to moot tho growth of the Pan-Germanic nation and to combat the development of the yellow races. The progress of scientific emigration was necessarily slow. Of 700 applicants this year, only 100 stood tho Board’s test. GREAT EVANGELISING TOUR. LONDON, July 7. (Received July 8, at 9.15 a.m ) Seven hundred excursionists are leaving Canada to tour Great Britain under the auspices of " Tho Sons of England.” Each member pledges himself to induce at least'one Britisher to come back to Canada with him.
