(Received November 26, at 8.25 a.m.) Bank’s transfer to the Porte of the ex-Sultan's deposit of £640,000 sterling has been withheld until the production of the special seal which Abdul Hamid at the time of the deposit stipulated must be used to secure its withdrawal. The seal is missing.
