The Labor Congress endorsed Mr Fisher's naval policy, and rejected an amendment by Mr Bowling that the Naval Subsidy to Great Britain should be withdrawn, and that a complete system of military training should be inaugurated for defence purposes on purely volunteer lines and under democratic control. The mover of the amendment said that he disliked Mr Fisher's policy as much as any put forward by a capitalistic Government. The Fisher Government were not properly representative of the workers.
