LONDON, December 26' s 'The Times' says that Lord Lorebarn's Bill will greatly improve the constitution of the Judicial Committee of the Privy Council, and considers it a serious attempt to remove blemishes 'and shortcomings It fears, however, that, unless by an accident, the services of a Judge of the colony whence the appeal emanates will rarely be avadable as an assessor. Nevertheless, this power of appointment may occasionally be exercised with good results in cases of exceptional difficultly. It deplores what it terms an attempt to create a Court of very varied composition without paying the full price, especially when there is a need for a strong Final I Court. '■>_.
