There is acute tension between Germany and Switzerland owing to German millers dumping their finest Hour in Switzerland at prices which Switzerland considers are only possible by means of disguised export subsidies. Switzerland wishes to have the question settled by arbitration, but Germany will only consent to this on such a restricted reference that arbitration Mould be useless.
