In reference to the Japanese suggestion for a conference of the Powers to discuss matters containing possibilities of friction in the Pacific, the Consul-Generals of Germany and France, on being interviewed, said that they consider that there are no points of friction for France and Germany to discuss. The opinion generally held in foreign circles here is that the only point of friction that could be discussed is one between China and Japan on the one side and America and Australia on the other. The Continental Powers have nothing to discuss, and therefore would be foolish to allow themselves to be dragged in.
