The temper of the Russian Court and of the Government has become markedly reactionary, and the dismissal of the Duma and the declaration of a dictatorship have bpeo seriously discussed. The Ministry say that the Duma’s threat to appeal to the people on the agrarian question is tho proluninary to a rebellion. At. Petnmkevitch (? Petrazycki), acting on behalf 0 f the Constitutional Democrats, is to induce the Duma to be more moderate, but the speakers on the Extreme Left have affirmed that the patience of the people has ended. [The Extreme Left include the more vioient of the peasant and workers’ representatives. Their violence, though perfectly comprehensible, is likely to lead to disaster at this crucial juncture. He believes in the expropriation of private lands and land nationalisation, but ne is not prepared to rush into any hasty scheme. The Russian Foreign Office and the German and Austrian Embassies at St, Petersburg declare that they are unaware of any intention on the port of Germany and Austria to intervene in Poland, and they do not believe the story of- the Parisian paper.
