NO MAIL CONTRACT PAPERS. THE RECIPROCTTY TREATY. [Special to the Stab.] WELLINGTON, July 20. It is now officially stated that there are no papers on the subject of the Federal mail contract. On the other hand, a copy of the Reciprocity Treaty entered into between Mr Seddon and Mr Deakin, the Commonwealth Premier, is here, but it will not be produced till next session. It is not published meanwhile in accordance wi.th the usual practice that Tariff changes are not announced till the Legislature make them. It was not convenient when the Legislature met the other day to legislate, hence the non-publication. The 'Gazette' imposes a duty of Is 2d on fukrina, that being the proportion of sukrina used to substitute sugar.
