They advise that an appeal be made to the peasantry to remain calm pending the carrying out of tlie Duma's own scheme. The Committee strongly favor the expropriation of tho hindowncrs.
An animated debate is proceeding, the leformers insisting that it is folly to defer malting an appeal until the towns and villages are in flames and the wlwle country engulfed in anarchy. It is reported in* St. Petersburg that tho co-oporation between tho Council of the Empire and the. Duma has thoroughly alarmed the Czar, excluding all hope of a. constitutional Democratic Cabinet. [The Council of the Empire and the Duma arc in harmony as to tho measures to bo adopted for the relief of the peasantry, and m their rejection of the proposes of the Ministry. But the reference was not that tho Czar would decide to stand by the Bureaucracy, rather that he would take a step in advance and summon tho President of the Duma to form a responsible Ministry from, the ranks of the Constitutional Democrats. The trial of ninety-six participants in the naval mutiny of last year has commenced at Sebastopol. The Admiralty employed commercial clerks, who struck to show their •sympathy with the accused.
