In the Federal House of Representatives Sir William Lyne introduced a new Bounties BilL It provides for the payment of a maximum of £50,000 per annum for ten years, beginning ««i Jury 6, 1906. The articles must be the- product of whit© labor, and the recipients of the bounty are expected to submit t» eomo control in tho matter of wages. The bounties, the time of their duration, and the total 'annual bonus in each case, which must not bo exceeded, are as follow:—Cocoa: Bounty, Id per lb on dried beans, spread over* nine years: total annual bonus not to exceed £I.OOO. Coffee and chicory: Id per lb, spread over eight years;" a nnual bonus, £2,500. Cotton: Equal to 10 per cent, of tin? market value, spread over five wars; annual homos, £4,500. Canned fish: *£d per ib, spread over five years; annual bonus, £II,OOO. Condensed milk: per lb, spread over live years; annual bonus, £5,000. Powdered milk: ?d per lb, spread over five years; annual bonus, £5.000. Oils: Equal to 10 per cent, of the market value on olive, China, linseed, castor, colza, sunflower, essential, cotton, seed, and other oils, spread over ten years; annual bonus, £6,500 in all. Rioo: 203 per ton, spread over five years; annual bonus, '£1,500. Fibres : Equal to 10 per cent, of the market value on flax, ramie, sisal hemp, New Zealand flax, pandaniK, and such other fibres as may be prescribed, spread over ten years; annual bonus, £6,000. Miscellaneous products: Tho amount of bounty is not fixed on rubber, luipok, and such other goods as may bo prcHcribed, but it is spread over ten years, and amounts to £70,000 in all.

MELBOURNE, July 18. Mr Chapman (Federal Postmaster-Gene-ral) has moved in favor of the adoption of the new English mail contract. The debate is proceeding. MELBOURNE. He justified his recommendations to the Shipping Commission. The debute was adjourned. WIRELESS TELEGRAPHY. GOVERNORSHIp"~OF NEW GUINEA. MELBOURNE. July 19 (Received Jury 19, at 10.21 a-m.) The sum of £B,OOO has been placed on the Estimates to establish wireless communication with New Guinea, It will not be oxpended until a selection of the system to bo employed has been made from the tenders.

Mr Deakm states that the offer of the Governorship of New Guinea to Sir William MacGregor is subject to the approval of Parliament, and Sir William's acceptance of tho position is dependent on his being able to make certain arrangements with the Colonial Office.
