ST, KILDA BOROUGH COUNCIL.

Tbe St. Ellda Council met last night; present—the Mayor (Mr W. J. Burk) and Ore Ashton, Watson, Cameron, Mitchell, M'Farlanc, Gore, Swing, Scanlan, and Allen. Or Vickcry sent an apology. —By-law as to Cattle.— A special meeting was first held for the purpose oi adopting a by-law for the control of cattle. The necessary resolution was agreed to. —Cuffing Park.— Mr Emslie, Mr R. Stables, Mr W. Soundy, and Mr J. MoncrkS, representing the Executive of the Otago Football Association, attended as a deputation to ask the Council to come to some definite arrangement in regard to the fencing of Culling Park. In the first place, said the deputation, the Association were granted a ten years' lease for £125, later on there was an extension for three years in consideration of a payment of £4O, and then there was a thirteen years)* lease for £165, to be put at the Council's disposal immediately. At present £73 had been paid out'of the Association's funds, and that left £92, which the Association considered themselves morally bound to pay. The Association believed that by paying the extra £4O they were completing an arrangement for the Fencinsr of tbe ground. Now they were told that £3O more was required. So far the Oouncil had given no financial assistance, and the Association would like to know whether the Council could not provide the £3O in some way. The Mayor promised that the Council would consider the question, and send a reply. gabsequenfl" the CounciT considered this business in Committee, and resolved to refer it to the inspector. —Correspondence.— Mrs Seddon and the Hon. W. Hall-Jones wrote acknowledging th; Council's expressions of Gympathy in connection with the death of Mr Seddon. Mr F. H. Morice and fourteen other ratepayers petitioned that the foothpath in Bowen street, on the northern side, from the Drive to the Tahuna tram line, be repaired. —Referred to the Works Committee, The District Health Officer requested tbe Council to see to the thorough cleaning of a fowl-fouled section in Begg street—Clerk to notify the owner to clean up. The lamplighter (Mr West) wrote that he got 16s a week for lighting four lamps, and ho would leave the Council to judge what the wages for twenty-four lamps should be. The secretary St Kilda Tennis Club asked whether the Council would grant a right of renewal of the lease of Culling Park on terms similar to those granted by Mr Culling to the Bowline Clnb; also whether the portion of the park leased to the Tennis Club included the closed-in roadway adjoining the Drainage Board's property,— Referred to the Reserves Committee. Dr Riley notified the Council that there was a case of measles in the borough. Mr Richards, town clerk, Dunedin, wrote as to the deputation from the St. Kilda Council re lighting of Prince Edward and Bay View roads. The gas engineer reported that it would be necessary to lay mains in Prince Edward road alone, costing about £350, and that the only revenuei to the City would be from the street lamps, as there are no residences in this street likely to be of value to the City supply. In these circumstances tho mayor requested that the matter be allowed to remain in abeyance, pending the reorganisation of tho gas department now initiated. In a later letter Mr Richards stated that the question of street lamps in Bay View and Prince Edward roads would receive due attention. Mr H. Shrimpton, managing director of the Forbury Park Land Company, wrote agreeing to allow the trees on the Victoria road frontage of Forbnry Park to be cut down and trimmed as thus: For tho space of 100 ft opposite each of the three houses in Victoria road the row of trees next tho fence to be cut down, and the inside row of trees to have all their branches cut off to a height of 15ft from the ground.— Referred to the General Committee. Mr Shrimpton further wrote asking the Council to change the names of streets on the old Forbury property as follows: Royal crescent to Langlands crescent, East ayemre to Kennedy street, Main avenue to Sievwright street, and West avenue to Surrey street.—The writer attended personally and supported his letter with reasons for the request.—Referred to the General Committee. —The Tramways.— The Town Clerk of Dunedin wrote stating that provided St. Kilda agreed to a forty-minute service on the Tahuna Park lino instead of the present twenty-minute service the City Council were prepared to accept the condition that St. Kilda should receive any concession which may hereafter be granted to other local authorities in tho matter of fares, provided that the fare to St. Kilda by any route 6hall not at any time be less than 2d.—Cr Ewing moved that the letter bo referred to the Tramways Committee. —CrScanlan said he would move that it be simply received. They were driving along tho same track over and over again, and he was about tired of it.—Cr Gore said that he would support the proposal to refer the letter to the Tramways Committee. St. Kilda had said what she wanted, and made it very plain, and until they got an answer they should take no notice of any further communication on the subject of trams. Tho St. Kilda councillors were not children, to be trifled with. The letter should bo sent to the Tramways Committee to frame an answer that would meet the case once and fOT alL—Cr Scanlan withdrew his motion and Or motion was carried. The Dunedin Town Clerk wrote that a trailer could not be put on to the 5.24 p.m. St. Kilda tram, but the traffic superintendent suggested as an alternative that a through special be run at 5.31 p.m., faro 2d any distance, if that time be found suitable.— Cr Ewmg and Cr Scanlan said that 5.31 would be too late, and it was agreed to ask for the through car at about 5.15. —Reports.— Tho Finance, General, and Reserves Committee recommended that accounts amounting to £179 17s be paid out of tho district fund account, and £56 14s 8d out of the special loan account. The district fund account stood at £1,391 15s 9d debit, or £IOB 4s 3d below the legal limit; tho special loan account at £2,322 7s 8d credit; the drainage and sewerage account at £7 19s lOd credit.-Rt™rt adopted. The inspector's report as to tho work of tho fortnight was approved. The Works, Lighting, and Tramways Committee recommended that the City Conned be asked the cost, of the electrical energy m bulk at the City boundary and the cost of reticulating the borough. The Committee had made an inspection of both wards to see what new work can be gone on with, and recommended as followIn Park Ward—a footpath in Larkworthy street on north side from Main road to Valpy street; a footpath on south side of Jackson street, from Mills street to Bndgman street; rough formation in Mills street opposite Mr Walsh's section; also that property-owners in Douglas street Richardson street, and Calder street bo asked to contribute towards pipes, with a view to having footpaths formed. The inspector had been instructed to have the holes in Chapman street filled in In Musselburgh Ward the works recommended by the Committee were—grading of Victoria road to the tram line at the terminus; raising Bowen street near tram hne and forming a water table; topdressing footpath on east side of Normanby street and cutting a channel; filling up hole at the corner of Ferguson and Princes streets; piping Queen's Drive .to carry away stagnant water near New street and .grading both sides of tho Drive with quarry refuse; raising footpath on east side of Eskvalo street.—Report adopted; and the clerk instructed to inquire as to the cost of a scraper. —General.— The Mayor reported that he had arranged for Mr Peacock, on the Main road, to house the bureau telephone. Four tenders were received for footpath in Council street, and Thomas Blair's tender at £1 10s per chain was accepted. At the suggestion of Cr Allen it was agreed to call a public meeting to consider the question of raising funds for the band rotunda. Cr Mitchell suggested that sis loads of metal be put on Victoria road near Tahuna Park, and this was agreed to. *
