LEGISLATIVE COUNCIL REFORM.
[Special to thb Star.] . CHRISTCHURCH, July 17. Referring to the Premier's remarks on the Legislative Council, the 'Press' says: "If we are to have an elective Upper House, we are inclined to think that th« plan of direct election by larger electorates than at present has more to recommend it than Mr Hall Jones's plan. We admit, however, that no proposal is entirely fre* from difficulty, and the question is one for frank and full discussion. Meanwhile, it is satisfactory to note that Mr Hall-Jones fuHy concedes the necessity of reform, and that the subject is to receive the attention of Parliament." The ' Lyttelton Times' is not hopeful that Mr Hall Jones's present colleagues will support his proposal, but looks to Sir J. G. Ward to arrange a workable schema of reform.
