NEW YORK, July 16. San Salvador and Guatemala have accepted tire United States offer to mediate. TEGUCIGALPA, July 16. The President of Honduras denies that he has declared war. [Honduras is tinder popular government. The Congress, of Deputies is chosen for four years, and meets on January l.of each year. The President, who is elected by popular vo*e, is Manuel Ronilla. The army is 500 strong, with 20,000 militia. Guate mala has a national assembly on a universal suffrage basis. The President, who is elected for six years, is Don Manuel Estrada Cabrera. The regular force consists of 7,000 officers and men, the effective army of 56,900 men, and there is a reserve of 30,000. San Salvador has a Congress, elected on universal suffrage for one year. The President (Senor P. Jose Escalon) is elected for fouT years. The army is 3,000 strong, and the militia 18,000.]
