Professor Mouromtseff, President of the Duma, in accepting, on behalf of the Duma, the British invitation to be present at the Inter-Parliamentary Union in London this month, telegraphed to the members of the House of Commons, who recently forwarded a brief, cordial cablegram of goodwill to the President, the following message :—" Deeply touched by the good feeling shown by the oldest to the youngest Parliament."
