ST. KILDA COUNCIL

The ordinary meeting of the St. Kilda Borough Council, held last night, -nans attended by the Mayor (Mr J. J. Marlow), Cry Burk, Ashton, Vickery, Scanlan, Allen, Ewing, and Gore. —Correspondence.— The Secretary of the Drainage Board forwarded the Board’s resolution in regard to drainage rate's, and intimated that the following St. Kilda streets had keen declared sewered areas:—Down street, from Princes street to Victoria street; Ferguson street, from Normrnhy street to Princes street ; Normaniy street, near Royal Crescent, to _ Ferguson street; Princes street, four chains to Ferguson street; Victoria street, from Alfred street to Bowen strecc. —Received, The Secretary of the Drainage Board wrote asking the Council to agree to the commission for collecting rates being per cent. If 5 per cent, were paid, as before, the remuneration would be double that of last year, without imposing additional work, the rates being double those >f previous years.—Resolved, after. discus-. lion, to reply that 5 per cent, was not 100 much to cover the cost of collecting. The Drainage Board intimated that their tnginecr had given instructions with regard to the replacement of Princes street. The Engineer of the Drainage Board wrote objecting to a charge of £1 2s 6d for water for concreting at Grey street. The Chairman of Works considered that 6s would be about a fair charge.—Received. . Captain M'Kenrie and Lieutenant Alien, of the Fire Brigade, reported that m carrying out their duties'as fire inspectors they had visited all the two and three-storied public buildings in the borough, and, with the exception of one or two trifling alterations, found them well equipped for exit in case of fire—all excepting Onslow Hous,-. They strongly advised the Council as to the urgent, need of an iron fixed bidder to each of the balconies of this building.—Referred to the General Committee, with power to act;—O Gore said he thought the inspectors should be thanked for their report.—The flavor said that the proper time to do so was when the matter came before the Council again on the Committee reporting. Mr John O’Connor’s letter as to the drain ®f his house in Young street was referred to the Works Committee to report. Mr W. Strachan called attention to the unsatisfactory state of the drainage in East avenue. There was no outlet for his sewage.—Works Committee to report. Messrs Callan and Gallfiway forwarded for execution the agreement for supply of lamps for public lighting.—Deed to he signed and sealed. The Secretary of tho Domain Board forwarded the Board’s resolution to the effect that, as the fence in Victoria road was erected at the request of the Council, if the Council want it removed they be requested to remove and re-erect it on tlie proper boundary line.—The Mayor said this statement was not correct. The Board suggested the fence and the Council consented to its being erected, but not ‘with barbed wire.—Or Gore. thought the matter had better stand where it was for the present. —lt was decided to simplv receive the letter. The Secretary of the Domain Board intimated that the question of erecting a band rotunda had been referred to the Board’s Works Committee, care being taken to select a spot that would not damage the sandhills. —The Council expressed pleasure at hearing that the Board were acting in this matter. Mr J. F. Morton called attention to the state of the drain in Grove street running past his house. Three persons had fallen m,—Referred to Works Committee. —Reports.— The Works Committee reported that they bad instructed that a footpath be . made in

front of section 3, block 15 (Mr Brown’s property), at a cost not exceeding £3. The Committee would report on as to the bylaw relating to • building regulations.— Adopted.
