Dsscnssing the question of the appointment of teachers, Mx Seddon said there was a conflict between the Board and the committees, and be was not snre that in some instaiKSf: there had not been a technical breach of the recent Act. v The law raid that when there was alarsje number of applicants for a teacher'sposrtion Board should send,down six names in their respective order to the Comnrifctee, and if there were not a large number four names should he sent. The' Wellington Board now said that it was not compnlsory to do this. .Speaking as Minister of ' Education Le had no hesitation in stating that he would refuse to pay the salaries of teachers wio had- been ,Jmproperly appointed.
