CHRISTCHURCH, January 12. The English mail wliich arrived at the Bluff early on Tuesday morning did not reach Christchurch until eleven o’clock last night. The ‘ Lyttelton Times * waxes wroth over the delay, which it characterises as another flagrant piece of mismanagement. The Council of the League of Wheelmen complain of the inadequacy of the penalties imposed by the local Bench for bicycle stealing. It was decided last night to call tbc attention of the Minister of Justice to the matter.
