Lee, M.P., Civil Lord of the Admiralty, speaking at Gosport, denied that Britain was moving too fast in the matter of submarines. France had sixty and Russia thirty-four, and whatever development occurred, whether dangerous or not, Britain must always keep ahead, her national existence depending on her naval efficiencv.
