(Received December 12, at 8.55 a.m.) The Russian Government are contemplat ing codifying the laws relating to the Jews and have invited the opinions of the Go vernors of the various districts. The ma joriry of these are not favorable, some evei urging the complete expulsion of the Jew from Russia. Prince Urusoff, Governor o Bessarabia, advised the abrogation of ai exceptional laws against the Jews.
