' The Times ' Washington correspondent says that the action semi-officially attributed at Berlin to Lord Pauncefote emanated from M. Cambon, who was the French Minister at Washington at the time. The question, was merely submitted to Mr M'KMey by Lord Pauncefote, as he was the senior diplomat.
Lord Cranborne» in the Honse of Commons, said that Great Britain never proposed, through Lore) Pauncefote or otherwise, a declaration averse to America's intervention in Cnba. On the coiritrary, the Imperial Government declined to assent to sneb. • proposal.
