(Received September 26, at 9.15 a.m.) The Mikado, in accepting the apology sent by the Emperor Kwangshu, re-echoed the latter's hope that closer relations would ensue-between the two countries, adding that it was. his earnest wish that, the great work of reform, which was dependent upon the Emperor Kwangshu, would soon be in operation, and that the maintenance of a permanent peace would thereby be Mcured.
