(Received September 18, at 9.15 a.m.) The high functionaries responsible for the Chuchan massacre, 'including the Governor, Che-Kiang, have been degraded and banished, while the fourteen actual murderers were executed. Seven accomplices received sentences of five years' imprisonment, and nine-have been banished for life. v
