It recommends the appointment of an experts committee with a view to suggesting improvements, including the undertaking of sanitary duties. The report adds that while there were serious laches no scandal is associated with the treatment- of the sick and wounded, and there was no general or widespread neglect of the patients or indifference to their sufferings.
