PARIS, OCTOBER 22. The French Budget Committee rejected the votes for the new naval programme despite the pressure put upon it by the Premier to pass them, BERLIN, October 22.
It is officially stated that Russia has undertaken action regarding the government of Corea, as the conditions imposed by Japan, which Russia regards as illegal, are not recognised by the latter. Prince Lobenoff has declared that Russia would not permit the presence, of Japanese in- that country, as they Would bo a perpetual menace. A Russian ‘expedition to China, nominally of a scientific character, but believed lo bo really political, starts in November.

LONDON, October 22. Mr Tim Healy intends to start a daily paper in Dublin. Mr Dillon is engaged to a daughter of Mr Justice Matthew.
Lord Salisbury has been appointed warden of the Cinque Ports. Mr Henry Reeve, formerly registrar of the Privy Council, is dead.
