(Received May 16, 1888, at LlO a.m.) A rule nisi for a writ of habeas corpus has been granted on behalf of the Chinese passengers of the Afghan and Tsinan who are detained here. All application to make the rule absolute will be made on Thursday. Sir Henry Parkes has received a cablegram from Lord Knutsford asking under what law the Chinese passengers are debarred from landing here, and has replied that the Government ei« determined, at all hazards, to prevent the Chinese landing unless they are naturalised subjects. In the House to-day the Premier gave notice of a Bill to amend the Chinese Immigration Restriction Act, and for the suspension of the Standing Orders to allow of the Bill being passed through all its stages in one day. The Bill provides against the influx of Chinese and indemnifies the Government and the Executive for all actions taken in connection with the Chinese since the Ist May. The steamer Guthrie, with 163 Chinese, has been quarantined. Melbourne, May 15. The captain of the Albany has been fined LSO for bringing his vessel with Chinese passengers alongside the wharf in defiance of the orders of the authorities. STILL THEY COME. Sydney, May 16. (Received May 16,1888, at 1 p.m.) The s.s. Menmuir has arrived here from Canton with fifty-seven Chinese passengers. A CONFLICT OF OPINION. Sydney, Maj 16. The Government have been advised that the Supreme Court had no power to issue a writ of habeas corpus in regard to the Chinese passengers by the Afghan and Tsinan.
