Sofia, May 15. M, Stambouloff has made a formal complaint to Servia of the incursions of armed bands on the frontier. COMPLAINTS OF RUSSIAN INTRIGUE. Berlin, May 15. There is an impatient feeling in Germany and Austria at Russian intriguing in the Balkans, and German troops have been despatched to the frontier.
