TO THK EDITOR. Sir,—The account in this monv'iig's ' Times' of the dastardly and brutal attack upon young Slattery takes one back to tho days of garrotting iu London. Imprisonment had no effect at that time in stopping it. until the introduction of the "ot," which effectually stamped it out in a veiy short time. There, through a representative of tho Pro3s being present, the full details of each flogging adm : nistcred were published, so as toma';c the horrors of it wide'y known. If cases of this kind are to increase it will be well to introduce the would-be garrotters to the lash, as it seems to be the only way of appealing to the feelings of brutes of this class, and will act as a deterrent to others.—l am, etc., J.G.M.
