COLONIAL CONFERENCE.

LONDON, April 3. (Received April 4,1887, at 5 24 p.m.)

The delegates generally discussed the Conference programme on Friday. Victoria proposed united action regarding the recidivistes and New Hebrides. Sir Patrick Jennings, on behalf of New South Wales, objected to anything binding until the Imperial views had been divulged, and the other colonies concurred in his view. Lord Salisbury will deliver the opening address, and one delegate from each colony will be allowed five minutes in which to respond. Sir Henry Holland will also deliver an address of welcome, giving precedence to each colony according to its age. Defence will be the first subject taken into consideration.

«The Times' to-day states that the following subjects will be discussed at the Imperial Cpnferenco:—The defence of Australian porta and of Torres Straits; the erection of coaling stations; the erection of cables between Great Britain and the polonies ; the subsidising of oable companies; a provision harbor for supplying armed cruisers in the Pacific; the increase of the colonial naval squadron, creating facilities for officers of the Imperial armies serving in the colonies; the relations with foreign Powers and their connection with English colonies; postal ordinances; provision of greater facilities for saving life at sea; ratification of colonial judgments ; marriage with deceased wife's sjster; and simultaneous census of the entire Empire, At the Federation banquet Mr Peakin dilated on the efforts of Australia to relieve England in the matter of defenoo. Sir P. Jennings, Sir S. Griffith, and Mr Downer alluded to the necessity of the delegates grasping the Imperial aspeot of the questions to be discussed by the Conference. Mr Stanhope landed Sir F. D. Bell's eminent services to the Colonial Office.
