BYE ELECTIONS. LONDON, November 26. (Raoelvod November 27,1884, at 10 p.m.) Mr William Sproston Caine (Liberal) M.P. for Scarborough, has been reelected for that constituency, but by a reduced majority compared with that by which he was returned in 1880. Mr Thomas Sutherland has been elected to the vacant seat for Greenock.

FRANCE AND CHINA. PARIS, November 25. In the Chamber of Deputies today M. Ferry made a statement as to the present position of affairs in the East. He announced that the recent negotiations which had taken place with the Chinese Government had proved fruitless. The demands of China with regard to the basis upon whioh a settlement might be effected were exorbitant, and the French Government could only reply to those demands by asking the Chamber to vote fresh credits for carrying out operations on the Chinese coast until the present conflict conld be terminated with honor and satisfaction.

THE BOER TROUBLE.

CAPE TOWN, November 25.

The (Government are now endeavoring to effect a peaceful settlement of the disorder in Bechuanaland, and have offered (he Boer raiders farms in the unallotted territory of Stellaland. It is not yet known whether the offer will be accepted.

(Bcoeivcd November 28, 1884, at 11.15 p.m.) The Boer raiders in Bechuanaland have accepted the offer of the Cape Government of farms in unallotted territory in Stellaland, and have agreed to evacuate the chief Montsio's territory, Bechuanaland will then be formally annexed by Cape Colony. EGYPTIAN FINANCE. LONDON, Novkmbeb 27. The following has transpired regarding the Government scheme re the organisation of Egyptian finance, which is to be submitted to the Powers for approval:—England is to advance Egypt under proper guarantee the sum of L 5,000,000. Of that amount LI 000,000 is to be spent in irrigation works, and in an indemnity to the sufiererß by the bombardment of Alexandria, payable by preference bonds. The interest on the Diara debts and the unified 4 per cent, debts are to be reduced to 3J per cent.
