[By Electric Telegraph—Copyright.) [Reuter's Telegrams.] OPENING OF THE NEW SOUTH WALES PARLIAMENT. SYDNEY, October 9. (Received October 9,1853, at 8 p.m.) The New South Wales Parliament was opened to-day by the Governor, who in his Speech on the occasion announced that a Bill would be introduced to regulate the sale and occupation of the lands in the Colony, and among other important measures Bills for the amendment of the law regarding libel and contempt of Court, the regulation of the Civil Service, and for the amendment of the Postal Act acd bankruptcy laws. His Excellency's Speech referred to the importance of the Annexation Conference to be held here at the end of next month. It announced that railway construction was making rapid progress, and that, in addition to 1,301 miles now open for traffic, 54S miles are in course of construction, and that trial surveys have been directed for light railways to act as feeders to the main lines. The Address in Reply was passed by both Houses without a division. VICTORIAN POLITICS. MELBOURNE, October 10. (Received October 10,1833, at 1.10 p.m.) Mr Gaunson (?) has been elected for Emerald Hill in the Legislative Assembly, vice Mr Macdonald deceased.
