[Reuter’s Telegrams.] LONDON, February 2 (Evening), In the House of Commons this afbernpon Mr Gladstone gave notice that he would pi?bposo that a majority of three-fourths of tho House on a motion of “urgency” should suffice to give tho Speaker supreme control over th® Chamber, and give him immediate power to suppress disorder. Mr Gladstone’s proposal is made in view of the disgraceful scenes which occurred last night in the House during tho debate on the Irish Coercion Bill.
