Rec 1.30 p.m. 'PARIS, October 28. Police have arrested 19 French financiers. They are alleged to have sold Government securities on the black market instead of on the Stock Exchange. . The French Treasury is computed to have lost £4;00O,0O0 sterling through the dealings.
