Rec. 10 a.m. LONDON? October 28. The Japanese Government has formally asked Allied headquarters for permission to import 4,350,000: tons of food in 1946 to give the people 2160 calories a head a day. A headquarters spokesman said the request could not be granted until . the.. Government submitted a convincing statement regarding the methods used to arrive at the figure, the means of payment, and the sources from which Japan believed the food could be obtained. The items requested were 3,000,000 tons of grain, 1,000,000 tons of sugar, and 300,000 tons of copra for coconut oil.
