Rec. noon. LONDON, Sept. ,4. "The Spanish Government must evacuate the Tangier zone," states the official communique issued after the conference in Paris between Britain, America. France, and Russia. The communique adds: "The sovereign rights of the Sultan will be lished. The international administration will be restored on the basis of the 1923 Convention, which was modified in 1928. "The Russians and Americans will be invited to participate in the administration. The regime thus established will be provisional and will remain in force 'until the conclusion of a new Convention by the Powers who are signatories to the Act of Algeciras. Finally, an international conference of the Powers who are signatories to the Act of Algeciras will be called
