SURRENDER TALKS AT KANDY Rec. 11.20 a.m. KANDY, Sept. 2. A military mission under General Akdi Sena Narong, deputy com-mander-in-chief of the Siamese army, has arrived at SEAC headquarters from Bangkok for discussion of military matters preparatory to the signing of Thailand's formal surrender. Reuters correspondent at Kandy says that although Thailand technically is at war with Britain, the members of the delegation were received as a group of visiting dignitaries and were met by Admiral Mquntbatten's assistant chief of staff, Major-General B. C. Kimmens, and escorted to their hotel without surveillance. The talks will begin tomorrow. The agenda will be the location of Thai army units, plans for the evacuation of war prisoners, and the surrender of Thailand. 1 i
