Rec. 9 a.m. LONDON, September 2. The Paris correspondent of Ine Times" says it is understood that the terms of the agreement on the provisional status and administration of Tangier signed by Britain, the United States France, and Russia, safeguard Soain's just rights in the Tangier zone, and they impose conditions which the Soanish Government must carry out without, delay in order to end the present usurpation. -
