POLICY OF CONTROL
FRANKFURT-ON-MAIN, August 31. The military government has issued a statement on its policy regarding the control of German political groups. It declares that its aim is to decentralise the political structure and keep it at township level. The Americans would permit the formation of separate parties in each township, the statement said. The military government would require all sponsors and agents of authorised parties to submit monthly sworn statements regarding the sources of funds and the purpose for which they were expended. The government must be notified beforehand of political meetings and be supplied with a list of speakers. All parades, whether military, political or sports, were banned. The statement, summing up the general attitude, said "while the political organisations shall not be permitted to play a direct part in determining the policiees of the military government, due account will be taken of the trends observed in authorised political activity."
