The Secretary of the Navy (Mr. Forrestal) stated that the Germans had nearly perfected a submarine which could stay under water indefinitely, and a spider torpedo which was guided to its target by a thin wire. It was possible, by sending impulses over the wire, to change the spider's course and depth and to make it jump out of the water like a porpoise. The Germans were far ahead of the Allies in experiments with speeds faster than sound, and six months late in the development, and mass production of new weapons. The Germans used hydrogen peroxide as a propellant for V bombs, obtaining surprisingly good results, Mr. Forrestal added.
