REBUILDING OF FRANCE
LONDON, August 25,
General de Gaulle told a Press conference that America and France should jointly draw up a long-range economic programme for the reconstruction of France. The United States had already sent vast supplies to France, and the rate was expected to reach 1,000,000 tons a month. France intended to retain indefinitely control of the left bank of the Rhine, and desired only that the limits of the occupation area should be revised. France was submitting proposals for the internationalisation of the Ruhr industrial area to the' September meeting of the Foreign Ministers' Council. General de Gaulle said the Ruhr could produce 140,000,000 tons of coal a year, and the speed with which production was built up to capacity Avould determine very largely the speed of Europe's reconstruction. France proposed a separate Government for Indo-China, comprising IndoChinese and French residents, working under a Governor from France.
