President Truman accepted the resignation of Mr. Ralph Bard, Undersecretary of the Navy, and appointed Mr. Artemus L. Gates, at present Assistant Secretary of the Navy, as his successor, says the "New York Herald Tribune's" Wasthington correspondent. The White House Press secretary said that Mr. James V. Forrestal will remain in office.
