OPEN DIPLOMACY

SPEECH BY DE GAULLE

LONDON, February 5. General de Gaulle on the Paris radio tonight said that many people found it strange that the three other big Powers seemed to be attempting, without. France, to fix the terms which would bring the war to an end. "We will let our allies know," he said, "that France will not regard herself as being bound by any arrangement which she has not discussed and approved on equal terms with the other Powers We have contracted an alliance with Soviet Russia and hope to follow it up soon with a similar alliance with Great Britain."

The Lebanese Minister in London said that Lebanon and Syria could not accept General de Gaulle's recent statement that France should have preponderating power in those countries. Lebanon and Syria, he said, were quite willing to enter into multilateral agreements with other Powers, but not unilateral ones.
