Rec. 1015 a.m. CHUNGKING, Dec. 4. Mr. T. V. Soong assumed his new Posf to enable President Chiang Kaishek to concentrate on military matters, says the Associated Press * There are unconfirmed and possibly inspired reports of an agreement in principle between the Central. Government and the Communists.
.President Chiang, when announcing Mr. Soong's new status, said the present war situation was extremely difficult. Nevertheless, the stage of final victory»was near. He added that the military developments had been anticipated and the enemy forces inside Kweichow Province must be given a crushing blow and completely annihilated. \
