KOISO'S PESSIMISM
Eec. 1 p.m. NEW YORK, Dec. 3. Tokio radio said that General Koiso, , the Prime Ministeriin an address to ■•! Government munitions superintendents, warned them that the condition of Japan's fighting power did not permit of any optimism whatever. An increase .in munition supplies was the most urgent national policy. General Koiso specifically mentioned .the Philippines fighting as he urged a 'greater flow of war material's.'
