The second phase of lend-lease will be expanded to assist the British to restore a sound economy as soon as the shape of the war permits, says the "New York Times." The executive agreement to this end has been reached. This will need Congressional confirmation, but such approval is expected.

Some changes in the detailed operation of lend-lease will be made at the end of the year, but the major part willbe inoperative until the present Lend-Lease Act expires on June 30, 1945, and Congress continues it for a year.

United States will gear its reconversion rate to Britain's so that the exporters of neither country will have an undue advantage in the race to regain old markets and get new ones.
