Rec- 11 a.m. LONDON, Sept. 17 The Paris newspaper "France Libre " m a leading article on the Quebec statement, said: "Things must be settled once and for all—are we or are we not our Allies' ally? We do not rejoice in the least at being told that we shall be consulted in the same way as any second- or third-rate nation France is a great Power, and she will talk as a great Power, on the same footing as the others, or she will remain silent."
