RUGBY, September 3. Ihe Russian victory in Rumania has not only, brought about the collapse of that country's resistance, but it has simply accentuated the already precarious German hold on the Balkan peninsula as a whole. Now that the Germans are being driven from their Italian defences a new threat to them is, arising from the west.—B.O.W.
