IMPORTANCE OF RUSSIA
NEW YORK, May 1.
"The two most important accomplishments of the International Labour Office conference so far have been to demonstrate that post-war plans cannot be made Without the Soviet Union, and that, the other United Nations will not commit themselves to. post-war policies before the/end of the war," says the "New York Herald Tribune." "The importance of Russia's participation," it says, "is emphasised by the fact that Mr. Nash has publicly invited Russia back. The programme of the conference is the most ambitious in the 1.L.0.'s history, because in addition to the topics of international labour and social standards it has included proposals for the control of the internal tional economic situation such as car" tels and oil agreements.
