NEW YORK, January 21. Diplomatic circles learn that Germany made peace proposals to Britain several weeks ago through Spanish channels, reports the "New York Times." Britain has ignored the proposals. The Germans are reported to have offered to remove Hitler and let the High Command take over, and to withdraw the German armies from all the occupied countries except Austria, on condition that Britain and America did not interfere with the German struggle against Russia. Washington circles do not know whether this was the basis of the "Pravda" report. "I am convinced that no mass revolution could be organised in Germany," said Admiral Thomson, chief Press censor, in a speech. "The German soldier will continue the fight till his officers tell him to quit, which will not happen till the German army is driven back across-its own borders. The German generals will then organise a strike on the home front and try to persuade the people that it was not the army but the home front which was responsible for surrender."
