Rec. noon. LONDON, Jan. 21. Goebbels is obviously trying to make capital out of the recent "Prayda" incident, says the Press Association's diplomatic correspondent when discussing the issue by the German news agency, without comment, today of a series of reports published in neutral newspapers of "peace proposals submitted to Britain by German diplomatic representatives in various neutral countries."

The correspondent says that since the Teheran conference Germany has persevered with futile attempts to sowdiscord among the. Allies. Part of this campaign is to circulate periodically these stories which purposely alternate between a separate peace between Germany and Russia and a separate peace between Germany and Britain. When "Pravda" published one of •these peace rumours Goebbels apparently was encouraged to continue his efforts.

A second and more remote purpose behind the German propaganda is an attempt to instil into the minds of the British and American public a suggestion that the; war is nearly over, that peace proposals are floating around, and consequently the time has arrived when war efforts may be slackened.
