The recomihendations, other, than those upon which there Was general agreement, would be submitted to a referendum of the people. :Mr, Fraieer, saidhe -thought th&t Mr. Holland had made: a partial firbmise of a partial cbttimissipft.: He'also-under-stood that those -who Were responsible or carry ihg4 on' ; the 'licensing trade: were quite m<favbUr of a Royial CbmmisSiOn, so that the Unrest about the present licensing laws; and their conduct could be allayed. It was only fair also,to say that When«the Minister of Health as Acting Minister of Customs and; the Minister of■(•; Justice had to^ deal : With dhe c ;tlUestibn ; of^ licensing regulations they received the co-operation bf the licensing -trade.
